non-existing users based on an external web-auth..

But what if I don't have an external auth (like LDAP) to use here. I just
want existing pre-made user accounts (unprivileged users) to be able to
create tickets via email... how do I go about doing that?

Furthermore, if this can be done, it shall reduce the amount of spam I
foresee getting once I put this address on the website :)
