[Rtir] Adding new constituency

Hiya Tony,

You can do it by adding a new value of the _RTIR_Constituency.

So you have to login as root, go to RT -> Configuration -> Queues ->  
Select Incidents queue -> Select CustomFields of this queue, if you  
want to see all the CFs of the queue, you must click on "Include  
disabled custom field in listing" -> Choose _RTIR_Constituency and  
add your new value.
