I think that comment is ancient history.  AFAIK, the newest clkao 
influenced VCP is here:

(i.e. I haven't seen any sign that anyone else has been fixing up VCP). 
  I was trying to mirror the entire Perl repository with VCP, but it 
couldn't handle the evil that was done in p4.  At some point, I will get 
back to working on p42svn (Perforce to Subversion dumpfile) that someone 
else started; it seems like a more reasonable path.
