It does if I use the perl.exe used in the distribution. It doesn't if
I use the first perl.exe in my path, which is from an old ActiveState
Perl installation. Doh! That may explain some of the other
inconsistencies in my svk performance that I have not fully debugged
yet...  <:)

I think you're right. Sorry, this is probably user error. I'm going to
look into changing to a Strawberry Perl installation right now, since
I could never get CPAN to work quite right on the ActiveState install.
