[svk-devel] svk 2.0.0 under winxp can't handle umlauts

I had the same problems with Kevin's binary.

If you build svk from scratch with Strawberry Perl using the
instructions at
http://svk.bestpractical.com/view/BuildingFromSourceOnStrawberryPerl,
it seems to work (ie. for me it does).
