Get the binary image of Strawberry http://vanillaperl.com/files/strawberry-perl-5.8.8-alpha-2.exe .  It's 24MB.  

I typically setup a bare path pointing to perl\bin, mingw\bin, mingw\mingw32\bin, subversion\bin, and windows\system32 before attempting to build anything.  I found that the path to cmd.exe is important as several modules run new cmd spawned processes during tests.
