What should be noted about RT, is that the RT Administrator can configure
pretty much everything.  That includes providing translated replacements
for the default mail templates, to translating specifics of the Web
Interface.

( Although I wouldn't recommend translating the code itself, as certain
  things will break ;) )

On a technical note, astute observers of the RT code will note that Jesse
(or someone) has thought of the possibility of alternative languages, and
has included a 'Lang' field within the RT Users table.  Nothing (that I
can find) uses this at the present time.
