[rt-users] Can't locate object method "new" via package"RT::Handle"

I've been trying to install RT, on Red Hat 9, and I think everything is
installed correctly, the check-deps says everything is installed.  From
CLI and I login to mysql as the rt_user with the right pass and see the
database.  Yet I still get this error in the apache logs whenever I try
to go to the initial page, ideas ??

Can't locate object method "new" via package
"RT::Handle" at /local/rt/lib/RT.pm line 126.
