[rt-users] Command line in 3.0.1 ?

I see references in the installation documents to something called
rt_admin.  I see a command named 'rt' user documentation.  I
can't find either of these things in the source tree.  Can someone
point me to it?  Is is a separate password.  I really, really,
cannot be stuck with nothing but a web interface -- it'll turn me
into a drooling idiot within a week!
