[rt-users] Customizing With Local Directory

Hello,

I'm trying to customize the page in RTIR that displays incidents but I cannot see the changes I've made once I've restarted the webserver and cleared the Mason object cache.
Here is where I placed the customized file in the 'local' directory: /opt/rt3/local/html/Ticket/Display.html

I've already read the wiki<http://requesttracker.wikia.com/wiki/CustomizingWithLocalDir> section, how can I get the customizations to show using the local directory?
