[svk-devel] win32 binaries

I've just built a win32 binary for test at
http://fsck.com/~clkao/svk-2.000099_001.exe, this is a build from the
i18n-fixes branch, and it doesn't add perl into PATH.  however it does
so temporarily in a wrapper bat file.  which means if you ^c and
terminate the bat file your PATH gets polluted.
