[rt-devel] RT 1.3.9

rt-1.3.9.tar.gz and JVDBIx-1.3.9.tar.gz  

It's been about a month since the last release.  A bunch of 
work has happened since then. I'm a bit too bleary-eyed to summarize
it all right now, but suffice it to say that it should be more stable,
more featureful, faster and tighter than 1.3.8.  It's not fit for
production, but it is fit for playing with, if you're not afraid of
mysql(1) to do a bunch of things that haven't been implemented in RT yet.
