queries for oracle.

I just upgraded my rt2 installation to 1-3-71 and Searchbuilder .30 and
found a bug in Searchbuilder.  RT tries to use a LIMIT clause to only
select 25 tickets for display on the home page.  However, Searchbuilder
always uses a LIMIT keyword in the SQL, which isn't valid on Oracle and
causes no results to be displayed.

Having the _LimitClause method always return an empty string is a
temporary work-around.  However, it would be good if were fixed.  I can
test patches if you need someone with Oracle access.
