I got mail from Petr Rehor about a bug in the postgres ACL initialization
shell script when dealing with alternate hosts or ports.   2.0.9pre8 fixes
this bug, along with the aforementioned minor url regexp nit.

To give the new release a bit of time to settle, 2.0.9 is currently planned
for Wednesday.  There are no changes that I intend to make before 2.0.9.
