[rt-devel] Problem compiling (2.1.19)

When I attempt to start apache, or run "perl webmux.pl" on the command line, 
I get the following errors:

I've had a look through the code, but I don't know enough about what's supposed
to be there to to be confident about my messing around with it. 

Does any one else know what might be going on? Thanks.
