[Rt-devel] Problem with ticket rights

In RT 3.0.16 and RT 3.2.1 i have a problem. 
If i take ticket to owner other than Nobody i can't change it after
from root account. RT system write error  "You can only reassign
tickets that you own or that are unowned" . But i can't not only change
to another account, but take to root too. From another accounts with
TakeTiket, StealTicket and OwnTicket the same problem. In RT 3.0.8 i
has'nt this problem.
