[Rt-devel] [TESTS][BUG] Wrote some API tests

All tests now pass. (With the exception of the SKIP tests).

One was a bug in RT. The other was a bug in DBIx::SearchBuilder's
alternate key caching. A new version of SB is now winging it's way to
cpan.
