[rt-users] username

I have a user registered username 'josepht' with the email address
'josepht at cstone.net' when I send email to rt.  I get an unauthorized
user error message.

You don't have permission to create requests in this queue

if i register a user with username 'josepht at cstone.net' and email
address 'josepht at cstone.net' all works fine.
