Hello
I have run into this as well, but finally I found that Apache::DBI was
already installed on my PC (generic perl install from rpm (RH7.1)), but
not the right version though. make testdeps didn't complain at all, but
webui refused to work. I finally solved it with manual instalation of:

     ApacheDBI 
and  libapreq (Apache::Request) <<-- not 100% sure if this was necessary

At least this worked for me... Actually I'm not a perl guru, but I read
the error messages and tried to reinstall the modules apache was
complaining about... And it helped.
