[rt-users] Rtadmin problem creating queue and user

Is this a new installation?  If so, then you have to install the
Msql-Mysql-Modules package (distributed separately).  If you have "cpan"
installed as part of your PERL package, you can simply do:
#> cpan
cpan> install Mysql

and it will automatically install the Mysql perl module (after asking a
few questions) in the proper location for you.
