[rt-users] RT2 Keywords

OK, here's another weirdness.

On creating keywords, _every_ keyword I created in a queue is added to
_every_ ticket in the queue.  The Keywords link within the ticket takes
me to a page that lists the status of the ticket and all the keywords
with empty boxes below them.  I can't change, enter text, nada in any of
those fields.

So, how are keywords supposed to work again?
