I'm trying to create a new request by
sending email to rt.

rt keeps complaining:

There has been an error with your request:
You don't have permission to create requests in this 
queue. Either you're not a queue
member or non-members aren't allowed to create requests 
in this queue.

Your message is reproduced below:

I have allowed non-members to create requests.

What is the exact form of the email that
opens a new request in rt?

The queue is called "koe".
