"Reply" gets mailed to the requestor; "Comment" doesn't.

It doesn't; it's just a convenience.

OnTransaction executes on *any* change to a ticket.
OnCorrespond executes on a "Reply" (internally called a "correspondence" as
opposed to a "comment").
OnStatus executes when the ticket's status changes in any way (e.g. open to
resolved).
