[rt-users] Problem with queue's

RT Error    
Could not create queue: No permission to create queues  
(with a privileged user)
root can make new queues, just uses can not see them...
 
I do not see any of the queues that root Created and even with a
privileged user i can not gen a new queue. 

uname -a

rt ver is rt-2-0-5_03
perl -V
