There are tons of ways to classify things.  I could use for a state
between "open" (meaning to me, it has been read, and someone is
thinking about it) and "resolved" called "analyzed" (meaning, someone
has figured it out, but it is not totally resolved yet).  "Stalled"
doesn't to it for me here.
