[rt-users] Apache authentication, then RT authentication?

FWIW, all of the user accounts are defined in RT. When attempting to log in, 
it appears that authentication is successful, as each testing user arrives at  
the RT start page with "Signed in as <username>", but when clicking on 
Search or Configuration, *then* the error "You are not an authorized user" 
appears.
