[rt-users] Auto-Generated email not being squelched

I was reading through the code, and noticed that emails with 'Precedence: 
Bulk' in the headers were supposed to have the 'RT-Squelch-Replies-To: 
<recipient>' header added.  rt-mailgate is doing this, but replies (the 
AutoReply to Recipients, in this case) are still going out.  I looked in the 
lib/RT/Action/SendEmail.pm, but everything looks okay to me.  Any ideas on 
why this could be failing in my setup?
