[rt-users] Missing attachements in replies

Check /var/log/rt2/rt.log0 - see if there are any errors there.

If you have errors that NotifyWithAttachment.pm cannot be found, you
might need to copy NotifyWithAttachment.pm into RT's lib/RT/Action
directory, and set it to be executable.
