Forget about Apache now - when the ticket first arrives and a reply is being
sent Apache is not used. Mail is sent as the user which runs
rt-mailgate.

I have following set (Exim 4):

no_local_from_check
untrusted_set_sender = *

Postfix will allow you to set envelope sender address.
