[rt-users] Help understanding an error message...

I've recently installed 3.0.4 (postgres, apache2, mod_perl2)
on a system.  I've noticed a couple of error messages in
/opt/rt3/var/log:

[Fri Aug  1 22:41:07 2003] [error]: RT could not load a valid user, and
RT's configuration does not allow
for the creation of a new user for your email.

Your RT administrator needs to grant 'Everyone' the right 'CreateTicket'
for this queue.

Uh, which queue?  I can't tell from the message.  Further,
all the queues have CreateTicket for Everyone (I checked, honest!).

My guess is that this is a message sent to a non-existant queue
(I've got a procmail router set up to route all email sent to the
domain to the RT mailgate.)  Would that make sense, given the
error message?
