[rt-users] Managers and tickets belonging to their staff

I've been asked to give a manager permission to see tickets submitted by
staff that report to him.

Can anyone advise me as to the easiest way to implement this? I don't want
to add him as a watcher to the queue because he'd see everything then.
However, the only other way I can see of doing it would be to add him as a
watcher to each ticket, which seems like a very manual process.
