[rt-users] Mandatory field in email

Hi,

What would be needed to force a user, corresponding to a ticket via email,
to include the time spent working on a ticket?

I've seen the ExtractCustomField contribution but it does not force a ticket
to have a populated field.

Has anyone tackled this before?
