Ran into the same dilema. What I ended up doing is changing the global on
create autoreply from 'autoreply to requestors' to 'notify requestors and
cc's'.

It appears to me that if I a Cc on a queue that they don't get any emails,
and if I set an AdminCc on a queue that they get notified of everything that
happens to a ticket. I guess the ideal behavior, for me anyway, would be for
any users who are set as Cc on a particular queue to get an email on ticket
creation only.
