Maybe he could become the owner if Nobody was the previous owner, but
the simple fact of replying shouldn't change ownership.

"Taking" or "Stealing" a ticket on the other hand does change the
ownership. If you restrict the right to reply to a ticket to the owner
then the result is what you want (albeit not implicit).
