[rt-users] Localization procedure? Batch adding users?

Hello!

Is there any localization procedure I could follow? You know, run this command to extract strings, translate, run that command to create .po file.

Is there a procedure do batch add users from f.e. a text file and then force changing password on 1st login?

I am just starting, just checking if RT could fit my purpose.

P.S. So far I have found out, that setting permanently GUI language is done with @LexiconLanguages =~ ('en'); in 
RT_SiteConfig.pm. Is it still valid?
