[rt-users] order of custom fields

I am confused about the order custom fields are displayed.  We have three
global fields A, B, C.  Queue Z has one custom field D.  On all displays of
tickets in Z I see the custom fields as A, D, B, C.  I would have expected
either A, B, C, D or D, A, B, C.
