[rt-users] Web Submitted Tickets have lots of HTML garbage

I'm not sure what the issue is here, but when someone submits a ticket
via the web interface the RT queue shows a lot of HTML looking data in
the History area.  It looks like it is an attempt to display a link for
viewing the ticket, but it doesn't quite work out right.
