[rt-users] Feature suggestion list for Statistics

I would go with AJ. From the link I provided earlier I did not
realize that RT would look for Callbacks in local.

AJ changed the hash key at the same time which I think was confusing.
I don't know why it's called $toptabs when it appears as the
bottom. :)
