[rt-users] Setting up Approvals

I am trying to get a simple approval script working.. I've read the
documentation and this is what I've done.

Queue: Test

Template: Approval

===Create-Ticket: codereview
Subject: Code review for {$Tickets{'TOP'}->Subject}
Depended-On-By: {$Tickets{'TOP'}->ID}
Queue: Approval
Type: Approval
Content: Someone has created a ticket. You should approve it
ENDOFCONTENT 


Scrip:
On Create Create Tickets with template Approval 

I then create a new ticket in "Test" and nothing happens when I look for
pending approvals.
