[rt-users] lastupdate link

I noticed that the "updated" field is an anchor link to #lasttrans that
should take you to the last transaction on the page. I don't believe the
html tags are generated correctly by the code. The anchor is not part of the
table, so it ends up being at the top of the history table, rather than at
the bottom, where it should be.
 
I am using 3.0.11, I think it is still the case with 3.2.0.
 
Is it broken, or is it just me and IE.
