[rt-users] Adding CC emails

Mostly likely I forgot to turn on a setting via RT_SiteConfig.   I’ve checked it and am confused how to make RT add CC emails upon creation of the ticket instead of manually adding emails on the cc list.   When the requester is issue a tracking #, the people on the CC list should receive the same # right?
