[rt-users] Rt can not display user names

We have a working installation of rt 3.0.6 Today it was noticed that rt
wasn't displaying user names most of time. I'll try to describe the issue. 

The usernames won't display under Configuration->users. Only the owner
displays in a ticket, the requestor cc and admin cc fields are blank. When
you click on People you will see the requestor cc and admin cc listed next
to a check mark but the owner dropdown is now blank and only - and nobody is
in the dropdown. 

I'm just wondering if anyone else has run across this issue. It seemed to me
to be a parsing error somewhere in the user table but after looking through
the records nothing jumped out at me.
