[rt-users] cc addresses not showing up in emails

is there a reason when reply to a ticket and fill in the cc address, the
requestor doesn't see the cc'd address?  it's not bcc, just cc.  and how can
i change this so that the cc address shows up?  that could be the cc address
i fill in on the reply form or the cc address that i've added as a watcher.
