[rt-users] simple watcher

HI
I have
* Privileged users can see Queue, show ticket and watch.
* Requester can replay to there own tickets

Is it possible to make them to add themselves as watchers to others 
tickets, without giving them the 'modify ticket' right?

They can only receive an email copy.
