No, and furthermore, $MaxInlineBody seems not to be used at all in the 
RT code, which would explain why it doesn't work:

$ find /usr/local/rt3 -type f | xargs grep -l MaxInlineBody
./etc/RT_Config.pm
./etc/RT_SiteConfig.pm

I'm using RT 3.2.1.
