[rt-users] who has the right to approval?

Hello,

I set a scrip for a queue,the condition is "on create",the action is create tickets,the template is below:
===Create-Ticket: codereview
Subject: Code review for {$Tickets{'TOP'}->Subject}
Depended-On-By: {$Tickets{'TOP'}->Id}
Queue: General
Type: Approval
Content: Someone has created a ticket. you should review and approve it, so they can finish their work
ENDOFCONTENT

But where could I can set the user who has the right to approval?
