[rt-users] RT-Win32 3.0.12-rc1 calls for testing

I'm glad to announce the release of rt-3.0.12-win32 rc1:

Note that the "rc1" refers to the Win32 port, not the base RT
version; this is based on the RT 3.0.12-final release.

In additional to the main changelog for RT 3.0.12, this port
also updated dependencies:

* Perl 5.8.5-2
  - Based on DBIx::SearchBuilder 1.10's new cache code 
  - Uses native MasonX::Apache2Handler with libapreq2
* HTTPD 2.0.51
  - More robust log and restart handling
* MySQL 4.1.4
  - Now installed as a service called "OIN-MySQL"
  - Native Unicode semantics on all RT's InnoDB tables 
* Fetchmail 6.2.5-2. 
  - Updated Cygwin1.dll so it actually works
  - No longer needs to set ownership of rt-mailgate.conf
  - New launch script "rt-mailgate.bat", suitable for calling
    from other batch scripts.  "rt-mailgate.lnk" has been
    modified to simply point to the batch file instead
