[rt-users] resolved ticket - comment/reply

Is there a configuration to make it so a requestor can not "comment" or
"reply" to a ticket that has been resolved?
At the very least, is it possible to make it so the ticket status is not
changed from resolved to open after a "reply" has been fielded?
