[rt-users] can't log in to web interface with fresh RT install on OSX

The string /RT_Url/ doesn't show up anywhere, but I do have --

    Set($WebBaseURL , "http://rt-vhost:8080");

-- which appears to be equivalent. Do I also need $RT_Url defined?
