This puzzles me.  The wiki documentation defines:
deleted     status indicating that a ticket should not have been in
the system and is being removed.

That doesn't seem to be the case -- the removal doesn't happen, at
least not automatically.  How does one remove a ticket from RT, short
of manually expunging it from the db?
